Explanation of Change Log and Version Identifier

Hi Gunther Schadow,
We have been working with the UCUM Standard in Canada for a number of years and have many implementers. As we continue to update our terminologies, we provide an 'example list' of UCUM units to our implementers with each new version. In doing so, we feel it is important to convey the version of UCUM on which the example list is generated. Recently we noticed that the version in the current specification is shown as 1.8.2 and is accompanied with a change log.
I would like to better understand the digits in the versioning (what is the significance of the .2 in relationship to the 1.8 which was published in July 2009?) and what is the meaning of the content in the change log (none of the columns have headings and it appears that you are suggesting that the 'name' for iU is arbitrary international unit)?
In Canada we have a prescribed format for identifying all new releases of an artifact, I would be happy to send the information along to you if you were interested (the format is Rxx.yy.zz).
We are also wondering if there is a specific cycle that new releases are planned for (so we can better monitor when changes are published) and what communication mechanism is used to alert users of a new version?
I appreciate any direction that you can provide in order to ensure that we are properly understanding your intent when it comes to changes in UCUM.
